Tom is a chartered accountant and economist with over thirty-five years of experience in economic regulation and finance, in Europe and Asia. He has spent much of his career in the telecommunications sector and has also worked across issues in payment systems, aviation and energy.
As Head of Regulatory (Competition) Finance at BT Group for eight years, Tom led a team of experts in developing, reporting, modelling and supplying information to support BT in market reviews, appeals and investigations at a time of rapid technological change.
He has an in-depth understanding of advanced costing techniques used for regulatory decisions, including regulatory asset base, cost of capital, current cost accounting, depreciation methodologies, long run incremental costs, fully allocated costs, transfer charges, top-down and bottom-up modelling.
Moreover, Tom has introduced planning and project management techniques to regulatory finance development, ensuring appropriate resource allocation, timetables, stakeholder engagement and early identification of key risks and issues.
