Thomas is a regulatory and policy expert with over twenty years of experience in the telecommunications sector, of which fourteen years have been dedicated to economic regulation and ICT policy development. Prior to joining DT Economics, Thomas worked for eight years as an advisor to the Market and Competition Directorate of the Telecommunications Regulatory Authority of Bahrain where he oversaw the development of its regulatory framework.

His expertise lies in regulatory accounting, cost modelling and wholesale product development. He has advised the World Bank and numerous governments and private companies in both developed and developing markets across Europe, Africa and the Middle East.
