David Thomas founded DT Economics in 2016.
He has over 40 years of experience in regulated industries, primarily in the communications sector. His focus is on regulation, competition and disputes. He has advised over 150 companies, governments and regulators in around 50 countries across the globe.
David has been instructed as an independent expert in court cases and international arbitrations on both quantum and liability with an aggregate amount in dispute in excess of $22 billion.
In addition to his consulting role, he served as a specialist panel member at the UK's Competition and Markets Authority (CMA) from 2017 to March 2026, where he was a decision-maker on mergers, market investigations, regulatory referrals and competition cases. He also served as a member of the Consumer Panel at the UK's aviation regulator (the CAA) from 2018 to March 2026, and remains a member of the Competition Decision Committees at two UK financial services regulators, the Financial Conduct Authority (FCA) and the Payment Systems Regulator (PSR).
David is a former director of Ofcom and a former partner with KPMG where he established and led KPMG's global economics & regulation business - some 300 professional economists and regulatory experts across ten practices around the world. At Ofcom David was director of competition and regulatory finance with responsibility for price setting, regulatory financial reporting and financial oversight over Ofcom's strategic, policy and investigative agenda.
David is a Fellow of the Institute of Chartered Accountants in England and Wales and holds a Masters in Economics from Cambridge University.
