Tim Keyworth
Senior Advisor

 

Tim is an economist with 30 years of experience developing, assessing, implementing and enforcing regulatory policies and provisions across a wide range of sectors including healthcare, energy, water, payments, telecoms and air transport. He has extensive experience in providing structured, practical and constructive ways of assessing and tackling complex problems in a wide range of policy and industry contexts, both for government and private clients. Tim acted as Ofwat’s Chief Economist and has provided embedded economic support to the UK CMA across a wide range of appeals and inquiries. Tim has also been a core member of the Regulatory Policy Institute (RPI), Oxford, engaging in a wide range of projects.

As an expert, Tim has given evidence to the UK High Court, to the UK Competition Appeal Tribunal, in commercial international arbitration proceedings and to the House of Lords Select Committee on Regulators.

In the healthcare sector, Tim has advised the NHS on pricing strategies and licensing arrangements, advised the British pharmaceutical industry on reforms to pricing, advised the UK Department of Health on pharmacy contracts and assisted the CMA on its review of the private healthcare market.

Since 2018, Tim’s seminar on political risk and regulated utilities has formed part of Cass Business School’s Political Risk Management course.
